I found that generally you get matched with players up to 3 leagues or so above or below you. So if you are in Diamond 3, you quite often get matched with Expert 3, sometimes even Expert 1. The difference is huge. However, I am not in Diamond 1 and most of the other players are Expert 3 - Expert 1. I chew up the Expert 3 players but Expert 1 is still well above, mainly due to the upgraded weapons. When I was in Diamond 3 and 2, my win percentage went down to 40%. However, at the end of Diamond 2 and since Diamond 1, my win percentage went back up to 78%. (I did not spend any money) and since then the match making seems ok. It looks like sometimes you have to grind and just push through and eventually when you level up your weapons up during that time, you then move forward. In Diamond 1, at the moment your bots should be level 8 or 9 and your weapons also level 8 or 9. That will easily allow you to push into Expert league.

Think about it, the higher you go, the less players there are. Also, players are spread around the world over a 24 hour clock. Further, there are different game modes so you end up in a situation where there are not enough players to play a battle, 12 in all, at your league level. So the two options are waiting until enough players show up, could take 10 minutes or longer, or the next best thing, get players from nearby leagues until enough players are available to play the game.
